Do unto Otters as you would have them do unto you.

What to Do First

Until you are able to contact and place the orphan with a permitted Wildlife Rehabilitator, you can follow these CARE INSTRUCTIONS to give the infant the best chance for survival. Remember, The State of Texas requires a special permit for a person to have a wild animal in their possession. It is illegal for any person to possess any protected, wild, furbearing mammal that is protected under State law.
